Rep. Andrew Barkis: Remarks on House Bill 1091 (low-carbon fuel standard)
Rep. Andrew Barkis, R-Olympia, provides remarks to his opposition to House Bill 1091 which would create a low-carbon fuel standard mandate in Washington state. These remarks are from final passage of the bill in the state House of Representatives. The bill had bipartisan opposition. It passed on a vote of 52-46.
